Training for the implementation of "Risk assessment Instrument for minors and young adults".

 

It started the  implementation of "risk assessment instrument for minors and young adults": 30 probation service employees trained by international and local experts in the 4-day training organized by the OSCE Presence in Albania.

The objective of this four-day training has been the presentation to the Probation Service employees the "Risk Assessment Instrument for Minors and Young Adults (SVRMR), and effective practices for dealing with minor offenders using alternative measures. This rating system was developed by a working group composed of international and local experts. The implementation of this instrument fills an old gap  and its implementation will ensure qualitative increase in the treatment of juveniles in conflict with law.

Risk Assessment System is a structured assessment tool for all juvenile offenders and young adults who have to do  with the criminal justice system. This tool focuses on the analysis of the offender to identify the causes and circumstances which affect the growth or reduction of risk. Its benefit lies in predicting criminal behavior, the control of the Probation Service, resulting in increased safety in the community.

In his opening speech, the General Manager Mr. Ilir Qafa, , said: "The Probation Service will require continuous improvement of working methods aiming at the acquisition of best practices, as only in this way  it will be able to provide professional treatment of persons and supervision of minors in particular. Due to specific aspects of working with juveniles and young adults, their proper treatment is needed for a full integration into society. I am very glad that OSCE Presence in Albania supported  the demand for the design of a special instrument for minors without hesitation and managed to finish within a short time, "he said.

Head of Department of Law and Human Rights at the OSCE Presence in Albania, Fiorentina Azizi said during the presentation: "Juveniles and young adults are particularly vulnerable to the justice system and their treatment by judicial authorities, not only as victims and witnesses but also as convicted is a real test for all societies, "

The training was conducted with the support of the OSCE in the context of a project aimed at developing effective practices of The Probation Service in Albania.
